The main question of the present study is, what steps has the United States and Russia as the two great powers in the international system gone through since the Cold War? In answer to this question, in addition to the Kenneth Waltz New Theoretic Approach, he analyzes the US-Russian relationship during the Cold War, the post-Cold War era that coincided with the period of tensions decline, and the new Cold War era, again similar to the Cold War era. The Cold War has intensified rivalries between the United States and Russia over the supply of the international system and Russia's peripheral environment. The authors of the present study believe that in the coming decades Russia and the US are likely to enter into intense security competition and have a significant impact on the security arrangements of the international system that would signal the beginning of a new Cold War era.
